Recently, Indonesia’s authority in charge of communications and digital affairs (Komdigi) issued the latest regulatory provisions on SAR (Specific Absorption Rate) limits for mobile phones and tablet computers. The new regulation officially came into effect on April 22, 2026, while the previous KEPMEN No. 177/2024 has been revoked and declared invalid.

SAR, or Specific Absorption Rate, is an important technical requirement related to RF exposure safety for wireless communication devices. This regulatory update mainly concerns the SAR testing and management requirements for mobile phones and tablet devices.

The new regulation clearly states that tablet computers without an earpiece/speaker function for voice communication when held close to the ear may be exempted from the SAR Head test. However, devices applying for this exemption must still meet the following requirements:

1. Submit a declaration letter stating that the tablet device does not have a speaker function for voice communication when held close to the ear;

2. Submit the technical specifications of the tablet device.

Please note: Due to the limited testing capacity of local laboratories, certification may temporarily use an interim declaration letter issued by the laboratory. Such interim declaration letters issued by laboratories will remain valid until July 31, 2027.

The implementation of this new SAR limit regulation will have a direct impact on the certification process for mobile communication terminals and tablet devices entering the Indonesian market.
