Canada's ISED Officially Releases RSS-310 Issue 6: Major Updates to Radio Frequency Equipment Requirements
ISED of Canada has released RSS‑310 Issue 6 alongside the updated RSS‑Gen Issue 6 with a six‑month transition period. The new version consolidates regulatory provisions, covers pure receivers and passive RFID tags, simplifies label and reporting requirements, and revises exemption clauses and modem‑related rules. During the transition, manufacturers may comply with either the old or new standard. After the transition, all Canada‑bound devices must follow the new specifications.

Notice: 5-Day ISED Spectra System Shutdown for Upgrade
Innovation, Science and Economic Development Canada (ISED) will shut down its core Spectra certification system for the Code Drop 62 major update from 8:00 a.m. EST July 10 to 11:59 p.m. EST July 14, 2026. During the 5-day outage, only the independent search for ISED-recognized CBs and labs will stay available. All other services including REL lookup, new application submission, ongoing review processing and certificate download will be fully suspended, which will cause delays to Canadian IC certification turnaround.

IC ID registration fees will increase by 1.7% starting April 1, 2026, marking the second hike after a 2.7% rise on April 1, 2025. ISED certification is a mandatory market access requirement for wireless radio frequency and telecommunications terminal (CS-03) products exported to Canada, and the fee increase will directly impact product certification costs.

SAR Testing Update: <6GHz May Be Exempted, Headset Calls Remain Strictly Controlled
Canada's ISED issued Notice 2025-DRS0007 on October 20, 2025, bringing compliance benefits to electronic device manufacturers. The new regulations allow eligible devices to streamline Specific Absorption Rate (SAR) testing procedures. The exemption conditions include: the device must have passed the 1g body SAR test at a distance of 5mm or less; the operating frequency must be below 6 GHz; the power levels and tuning tolerances must be consistent between body and limb usage scenarios; and the radio frequency exposure technical summary must demonstrate compliance with these requirements.

Canada DFS testing will use the new ETSI standard
On September 10, 2025, Innovation, Science and Economic Development Canada (ISED) issued Notice 2025-DRS0006, proposing to designate ETSI EN 301 893 V2.2.1 (2024 - 11) as the specified method for Dynamic Frequency Selection (DFS) testing, aiming to enhance the technical standardization and compatibility of relevant equipment. ISED recommends a six-month transition period, during which enterprises may choose to use either the old or new ETSI standard; after the transition period, new certifications must adopt the new standard.

ISED SAR Regulations Update
News Summary: Canada has released a new version of "RSS-102.SAR.MEAS - Measurement Procedure for Assessing Specific Absorption Rate (SAR) Compliance in Accordance with RSS-102 Issue 2." Starting August 15, 2025, there will be a six-month transition period during which either issue 1 or issue 2 may be used. By mid-February 2026, certification will require conversion to the new version.
