ETSI officially published EN 301 908-13 V13.4.1 in September 2026. To help you follow the changes and plan your certification schedule, we have summarised the key information below for your reference.

1. Key Dates

Note: Presumption of conformity rests on the version currently cited in the OJEU and the conditions attached to that citation. As at the date of this notice, the cited version is V13.3.1; V13.4.1 has yet to be listed. Should your product be tested during this transition period, we will assist you in selecting the appropriate version and will state the version applied in the test report.

2. Changes from the Previous Version

This version introduces four changes, all relating to Band 41 and antenna performance requirements.

2.1 Maximum Output Power

Adds Power Class 2 (PC2) requirements for Band 41: 23.3–28.7 dBm for single carrier and for uplink carrier aggregation (CA_41C); 22.3–28.7 dBm for uplink MIMO (UL-MIMO).

2.2 ACLR (Adjacent Channel Leakage Power Ratio)

Adds limits specific to PC2: E-UTRA ACLR of not less than 30.2 dB, applicable to 5/10/15/20 MHz channel bandwidths, with 1.4 MHz and 3.0 MHz not applicable; for carrier aggregation, it applies to CA bandwidth class C only. In addition, UTRA ACLR is not applicable to PC2 in Band 41.

2.3 TRP (Total Radiated Power)

The applicable device width is extended from 56–72 mm to 56–92 mm, with limits added for the 72–92 mm range.

2.4 TRS (Receiver Total Radiated Sensitivity)

The applicable width is extended similarly to 56–92 mm, with the corresponding limit values added for the new range.

3. Recommended Test Approaches

For Band 41, we offer the following two approaches for you to select according to your product.

Approach 1: Supplementary Testing for Existing Cases

Report Band 41 PC2 in addition to the original testing, covering all transmitter tests, including maximum output power, spectrum emission mask, transmitter spurious emissions, minimum output power and ACLR.

Approach 2: New Cases Supporting Both PC2 and PC3

Maximum output power and ACLR — the items whose limits differ by power class — are tested separately under both PC2 and PC3 conditions and assessed against their respective limits; all other transmitter items are tested under PC2 conditions, covering PC3.

4. Handset Dimensions and TRP/TRS

Where the actual width of a handset-type product falls within the 56–92 mm range, TRP and TRS testing is required under this version. We recommend confirming the final device width at the product definition stage, so that we can arrange chamber capacity and scheduling for you in advance.

5. Band 41 PC2 and RF Exposure Assessment

The maximum output power upper limit for Band 41 PC2 rises from 25.7 dBm to 28.7 dBm, an increase of approximately 3 dB. This increase may affect the conclusions of an existing RF exposure (SAR/MPE) assessment. We therefore recommend arranging that assessment at the project kick-off stage, so as not to affect the overall certification schedule.
