SAR Testing Update: <6GHz May Be Exempted, Headset Calls Remain Strictly Controlled
Canada's ISED issued Notice 2025-DRS0007 on October 20, 2025, bringing compliance benefits to electronic device manufacturers. The new regulations allow eligible devices to streamline Specific Absorption Rate (SAR) testing procedures. The exemption conditions include: the device must have passed the 1g body SAR test at a distance of 5mm or less; the operating frequency must be below 6 GHz; the power levels and tuning tolerances must be consistent between body and limb usage scenarios; and the radio frequency exposure technical summary must demonstrate compliance with these requirements.

Canada DFS testing will use the new ETSI standard
On September 10, 2025, Innovation, Science and Economic Development Canada (ISED) issued Notice 2025-DRS0006, proposing to designate ETSI EN 301 893 V2.2.1 (2024 - 11) as the specified method for Dynamic Frequency Selection (DFS) testing, aiming to enhance the technical standardization and compatibility of relevant equipment. ISED recommends a six-month transition period, during which enterprises may choose to use either the old or new ETSI standard; after the transition period, new certifications must adopt the new standard.

ISED SAR Regulations Update
News Summary: Canada has released a new version of "RSS-102.SAR.MEAS - Measurement Procedure for Assessing Specific Absorption Rate (SAR) Compliance in Accordance with RSS-102 Issue 2." Starting August 15, 2025, there will be a six-month transition period during which either issue 1 or issue 2 may be used. By mid-February 2026, certification will require conversion to the new version.

Wi-Fi 6E module certification changes dramatically
On October 11, 2024, Innovation, Science and Economic Development Canada (ISED) released the WIFI6E test standard RSS-248 Issue 3, which became mandatory on April 11, 2025. The main changes of this certification include the addition of a new device type, very low-power devices, the adjustment of warning statements, and only allow modules to apply for the Limited Modular approval (LMA). In this reform, the certification rules for Wi-Fi 6E modules have attracted the attention of manufacturers. Many enterprises have questions, and a series of frequently asked questions related to this have been sorted out to help them master the key points of certification.

In October 2024, the workshop proposed an ISED fee forecast. The Canadian IC ID registration fee will increase by 2.7%, and the adjusted fee has been officially implemented on April 1, 2025.

RSS-102 Issue 6 has been enforced on December 15, 2024
ISED released RSS-102 Issue 6 on December 15, 2023. RSS-102 is a standard specification for "Radio Frequency (RF) Exposure Compliance of Radiocommunication Apparatus (All Frequency Bands)". It has a 12-month transition period from the date of release and is now officially enforced on December 15, 2024, that is, after December 15, 2024, only RSS-102 Issue 6 will be accepted for certification applications.
