In Notification No. S.O. 4997(E) issued on October 29, 2025, the Ministry of Electronics and Information Technology (MeitY) stated that IS/IEC 62368-1:2023 would replace IS 13252 (Part 1): 2010 and IS 616: 2017. Subsequently, the Bureau of Indian Standards (BIS) provided implementation guidelines for Migration to IS/IEC 62368-1:2023 on March 9, 2026. These guidelines apply to audio, video, information and communication technology equipment. For specific products, please refer to the list at the end of this document.

The implementation guidelines for Migration to IS/IEC 62368-1:2023 are as follows:

1. During the Migration period before the mandatory enforcement date of the new standard, the old and new standards will run in parallel.

     a. Mandatory enforcement date for extended reality products (including augmented reality AR, virtual reality VR, mixed reality MR, etc.): May 1, 2026;

     b. Mandatory enforcement date for other products: November 1, 2028.

2. For new applications during the Migration period, applicants may choose the applicable standard at their discretion. If the old standard is chosen, the applicant must submit a declaration stating that they will upgrade to the new standard before the mandatory date. After the mandatory date, no certificates will be issued for applications using the old standard.

3. Products certified under the old standard must complete the standard upgrade during the migration period. After the mandatory date, certificates that only comply with the old standard will become invalid, and the corresponding models will be removed. The general process for standard upgrade is as follows:

     Step 1: The main model shall be tested according to the new standard;

     Step 2: Provide a letter of commitment declaring that other series models also comply with IS/IEC 62368-1:2023.

4. Scope changes for IS 13252 (Part 1): 2010 / IS 616: 2017 certificates must be completed by the earlier of the following two dates: the date of upgrading the standard to IS/IEC 62368-1:2023, or the mandatory enforcement date of the new standard.
