Recently, Indonesia’s Ministry of Communication and Digital Affairs issued Notification B-63/DJID.3/SP.04.06/01/2026, providing further clarification on the requirements for test reports issued for 6GHz Radio Local Area Network (RLAN) devices.

According to the notification, the new requirements are mainly formulated based on Decree No. 12 of 2025 of the Minister of Communication and Digital of Indonesia and the results of relevant implementation assessments. The document clearly states that, for test reports on 6GHz RLAN devices issued on or after January 15, 2026, such reports must be issued by one of the following two types of laboratories:

1. Domestic telecommunication/communication equipment laboratories in Indonesia; or

2. Overseas laboratories located in countries that have signed a Mutual Recognition Agreement (MRA) with Indonesia.

At the same time, the relevant laboratories must possess the corresponding testing capabilities, with a testing scope covering the 5925–6425 MHz frequency band, and comply with Indonesia’s current technical regulatory requirements.

Notably, the notification also sets out transitional arrangements regarding the applicability of test reports: test reports issued before January 15, 2026 may continue to be used; however, reports issued on or after that date must originate from the specified Indonesian domestic laboratories or laboratories in MRA countries. This wording further clarifies the transition between the old and new rules, helping companies accurately determine whether existing reports remain valid and enabling them to plan subsequent testing and certification arrangements in advance.

From an industry perspective, this adjustment does not concern the 6GHz spectrum opening policy itself, but rather clarifies the source and applicability conditions of test reports. For manufacturers of products such as Wi-Fi 6E and Wi-Fi 7, particular attention should be paid when entering the Indonesian market to the report issuance date, laboratory qualification category, and coverage of testing capabilities, so as to avoid delays in certification caused by non-compliant report sources.
