On August 7, 2025, the U.S. Federal Communications Commission (FCC) revised two critical KDB documents, addressing the Equipment Compliance Review (ECR) process guidelines and Frequently Asked Questions (FAQ) regarding conducted emissions testing. Manufacturers must promptly review these updates to ensure regulatory compliance.

‌I. Equipment Compliance Review (ECR) Guidelines Update‌

‌Document No.‌ 951290 D01 Equipment Compliance Review v01r01 (replaces previous version v01)

‌Key Changes: ‌

1. Section 3.1: changed the second category to “6 GHz AFC Geolocation PIA” from “Persistent Inquiry Acceptance (PIA)” and added “Numerical Simulation PIA” and “Phantom PIA” as additional second categories.

2. Section 3.4: about Data Referencing was removed as it is no longer applicable.

3. ECR Submission Requirements: The requirement to submit the ECR information with the certification applications was emphasized.

‌II. Conducted Emissions Testing FAQ Update‌

‌Major Changes:

1. Standard Update: ANSI C63.10-2013 has been updated to ANSI C63.10-2020, On or after October 30, 2025, must refer to ANSI C63.10-2020.

     Part 18 ISM/Non-ISM Devices‌:

          New testing procedures using equivalent loads (see Q5).

‌     U.S. Low-Voltage Distribution‌:

          Clarified allowable test voltages and frequencies (see Q4).

3. Editorial Adjustments: Terminology optimization, formatting revisions, etc. (no major technical changes).
