In order to improve the safety of electrical equipment used in homes and similar installations and to protect consumers' electricity safety, the Ministry of Science and Technology of Vietnam issued a circular 01/2025/TT-BKHCN in February 2025 to announce the new regulations QCVN 25:2025/BKHCN. The scope of the new technical regulations only includes electrical equipment designed and installed in power distribution systems below 440 V AC in civil engineering, and will be implemented in two stages:
Phase 1: Encourage manufacturers and individuals to voluntarily meet the requirements from April 1, 2025
Phase 2: From April 1, 2027, it is fully mandatory that electrical equipment mentioned in Appendix A and Appendix B must meet the new requirements before they are circulated in the market.
The following is a list of Appendix A and Appendix B for reference. Before entering the Vietnamese market, please pay attention to meeting the Vietnamese market access requirements.
APPENDIX A List of electrical equipment subject to conformity certification according to method 5 or method 7
(The certificate under Method 5 is valid for a maximum of 3 years from the date of issuance, and the certificate of conformity under Method 7 is only valid for each specific batch of goods)

Notes: Method 1: Based on the overseas factory/Vietnam factory having ISO certificate, after sending samples for local testing, the certificate is valid for up to 3 years from the date of issuance. Method 5: Based on the Vietnamese factory not having ISO certificate, it is necessary to send samples for local testing + annual factory inspection, and the certificate is valid for up to 3 years from the date of issuance. Method 7: Based on the overseas factory not having ISO certificate or other conditions that do not meet method 1 or method 5, batch approval will be adopted, and the certificate is only valid for each specific batch of goods. |
