ANATEL published the official letter nº 218/2022 on Oct 10, 2022.
This new official letter not only clarified the definition for detachable RF module and non-detachable RF module, and published the additional instructions for certification of RF modules or host product approval covered in Telecom and Non-Telecom products. Below is a summary table for the approval guidelines.

Ø Note 1: Removable module - The circuit of the RF module is an independent board, which can be connected to the main PCB board of the host product through solder or slot, and it is detachable.
Ø Note 2: Non-removable module - The circuit of the RF module is designed as a part of the main PCB board circuit, and it is impossible to be removed.
ANATEL also presented two options for the certification of host product once its RF module has already been approved.
lOption 1: Use the Certificate of Homologation of the RF module for the certification of the host product
lOption 2: Use the test reports of the RF module for the certification of the host product
